- Plant-Level Interest Representation in German Private Companies
- With its institution of Works Councils, Germany has one of the strongest legal structures of workers' participation at plant or factory level in the world. However, representative surveys pointed out that only 10 per cent of German private companies have Works Councils, which represent only half of the employees. A recent study conducted by the Chair of Sociology/Organisation, Migration, Participation at the Ruhr-University Bochum and funded by the Hans-Böckler-Stiftung (German Trade Union Foundation) showed that so-called 'alternative representation bodies' which are not legally based exist in 19 per cent of the companies. Based on survey data from 3.250 companies, the study analysed the distribution, patterns and functions of Works Councils and alternative representation bodies with respect to the interest representation, as well as the contextual preconditions which influence their installation. While Works Councils are strong in large companies of tradtional sectors, alternative representation bodies can be found in smaller companies of the low and high-qualified service sectors.
